Although Norway was a neutral country, Hitler decided to invade it to prevent Britain and France from occupying it. He wanted to secure his supply of iron ore from neighboring Sweden, and to obtain more naval bases from which he could attack the British. The Allies, in fact, had considered occupying Norwegian ports in order to facilitate the transportation of supplies to Finland, in order to help the Finns in their fight against the Soviets in the Winter War. That conflict had ended in March, but Hitler was still wary of Allied intentions. The German invasion of Denmark was necessary to facilitate the invasion of Norway.
