Although the Germans invaded France on May 10th, 1940, Mussolini did not declare war on France and Britain until June 10th, after it was clear that France was going to be defeated.
Even though Belgium and the Netherlands had declared their neutrality, Hitler decided to invade them as part of his attack against France to prevent the British or French from moving through them to attack Germany. (Which they planned to do when Germany attacked France.) He also wanted to obtain the use of the Belgian and Dutch airfields, which were conveniently close to Britain.
