The Vichy French were technically neutral, but they had to obey Hitler to prevent the remainder of France from being occupied by German troops, so they often collaborated with the Germans. Hitler allowed the Vichy government to maintain modest military forces, in order to defend Vichy France and the French colonies around the world. The British attacked Vichy forces whenever they thought it was necessary.
